Julian-Cuyamaca Fire Protection District
Julian-Cuyamaca Fire Protection District is an all-volunteer independent special district and, notably, the only fire district in San Diego County that has not joined the countywide San Diego County Fire Authority consolidation. Local governance of fire service here is genuinely different from the rest of the county.
Julian's own fire record
The 2003 Cedar Fire burned through Cuyamaca Rancho State Park just outside Julian, one of the most severe timber-loss areas of that fire, with much of the park's forest canopy lost entirely. Julian's elevation, surrounding forest, and limited two-lane evacuation routes make it one of the highest-consequence Zone Zero markets in the county.

JCFPD is staffed by community volunteers and governed by its own board, a structure it has deliberately kept even as most other San Diego County districts consolidated into the county fire authority. Julian Fire Plugs, a nonprofit of community volunteers, supports the district directly.
