Your rules depend on exactly where you live
San Diego County doesn't enforce Zone Zero one way. The state sets the floor; your specific city or fire district writes the rules, timeline, and inspection process you'll actually follow. That's why the assessment starts with your address, not a generic checklist.
San Diego Fire-Rescue
Covers City of San Diego parcels, including the canyon-rim neighborhoods that make up most of the city's Very High hazard zones. Layers Zone Zero on top of the existing brush management program.
Your Local AHJ
Cities like Poway, Escondido, and El Cajon, plus county fire districts and CAL FIRE in the backcountry, each set their own timeline and enforcement approach. We confirm the right one before recommending any work.
Zone 0 questions San Diego homeowners ask
Which agency will actually inspect my property?
It depends on where your parcel sits. Inside San Diego city limits, San Diego Fire-Rescue. Everywhere else in the county, your local Authority Having Jurisdiction, which varies by city or fire district. The free assessment identifies the correct agency for your address before any work is recommended.
What is the 0–5 foot zone?
Zone Zero is the first 5 feet around your home. Under AB 3074 it must be kept free of combustible material: mulch, dead vegetation, and wood fencing attached to the house.
What do I need to change?
Phase 1 clears combustible material from the zone. Phase 2 replaces built items like wood fences and gates. The assessment maps both phases to your specific property and your jurisdiction's own timeline.
When are the deadlines in San Diego?
Final state regulations are expected late 2026. Phase 1 for existing homes is estimated 2027–2028, with the exact date set by your local jurisdiction, not the state. The full table is on our deadlines page.
